Hi,
If I pay my foreign contractors through Paypal do I need to
a) withhold tax? (https://www.irs.gov/businesses/international-businesses/united-states-income-tax-treaties-a-to-z)
b) do I need to issue 1042 forms?
c) do I need to get W-8BEN forms filled out?
