here are 3 transactions:

189.92 (to canada) 18.99 ebay fee 8.66 PP fee

94.96 (USA) 9.50 Ebay fee 10.87 PP fee

94.96 (USA) 9.50 Ebay fee 8.43 PP fee

We sell one item so that makes this easy...any suggestions why the PayPal fees make no sense?
