Couponing consider taxable income 1099???

Anyone else getting a 1099 because of couponings? I spend my own money through apps to qualify cash back then transfer to PayPal when minimum is met and this is consider taxable income?

Yes I have my Rakuten check coming to Paypal and realizing this is now going to get taxed

Lameeee... we paid our taxable goods for rebates back... now taxed ontop of that.
