I were able to submit the update! Pure luck, Paypal should fix the form asap.
1. I cleared all cache in Chrome.
2. When you are at the form, click on the radio button (not US taxpayer) again even if it's already pre-selected.
3. The form will reload
4. Extra address fields will appear
5. Enter your business address
6. Tick all the boxes below the address
7. Submit button still won't work.
8. Go back to the top of the form, click on the radio button on step 2 again and the form will be submitted.
Paypal, do something about the form, you are hurting people's business!
