Compliance issue?

Hi,

Customer is trying to make payment but there is compliance issue, I've tried to call PayPal customer service but hopeless and there is no help given.

Is this compliance issue common for customer to make payment?

Is this compliance issue related to their website?

As we are company account with PayPal, there is nothing much we can do to help customer, except to check on their behalf.
