Can't login - Sorry, we couldn't confirm it's you

 I can not access my merchant account (hong kong paypal).

I have tried to communicate many times with customer service today and although I can hear them perfectly, they can't hear me. 

I am desperate... I have to update shipping information for two orders and I have to make a refund to a customer and I can not access my account.

I go to the reset password page, and the message "Sorry, we could not confirm it's you" appears directly. How?? If I have not even had the opportunity to confirm that I am the owner of the account.
