Can't find 1099 in account... and all reports are "Failing" when I attempt to download

I am a U.S. citizen working abroad as a freelancer in Spain, and I'm trying to get my tax information together.

I'm paid through PayPal for one of my clients, which is Spanish, through PayPal.es.

I can't find anywhere to download a 1099 form... and when I try to download any sort of report, it's telling me that it failed.

Can anyone shed some light on this situation?

Here's how you can access your Form 1099-K from PayPal:

1. Log in to your PayPal account.
2. Click Reports.
3. Click Tax Documents.
4. Select the Tax Year to view from the drop-down.
5. Click 1099-K to view.
