Can not open a dispute for some reason

I made a transaction to a guy in the USA buying a part, I am located in Thailand.

I arrange a DHL shipping slip for him to drop off the package at a DHL branch. He didn't.
As you can see he shipped it with another shipping company inside the USA and not to me to Thailand.
It says the package is already delivered and I tried to contact him but he blocked me.
What steps should I do?
I tried to open a case but it doesn't let me.
