Balanced Financials don't match 1099 amount

Just received a bill from the IRS - it is showing that PayPal's 1099 is 5K over what I reported.  I balance everything from my monthly financials.  HOW can there be a difference???

1099 does not EXCLUDE sales tax you collected.returns,chargebacks and refund.
