How do you make an appeal when paypal wrongfully refunds a customer cuz they are freaking impatient and they can't wait for their items?
like the items is with her now and paypal refunded the money ?!

All of PayPal's decisions are final. 
You can attempt to call them and try to explain any things they missed or why their decision was wrong.

Paypals decisions are not always final.

You can appeal the decision but as the refund has already been made you 'may' not succeed.
