Account Limited

My account has been limited. I was first notified of this over six months ago and tried to comply with the information required to remove the limitation but, when I pressed 'enter' I got a message saying there were technical problems and to come back later. I messaged for help but was ignored. My account continued to work but I tried several times over the months with the same result, and every time I messaged for help but was ignored. A couple of weeks ago I got a new message warning of account limitation and tried again to input the information. I again sent a message for help, complete with screenshot of the problem but again am being ignored. Now my account is limited. 

This is not Covid related - it has been going on for over 6 months, and is the worst service I have seen - totally ignoring me. No way to contact PayPal, Covid is now used as an excuse. 

What can I do?
