I’ve used my account to collect money from friends for flowers for people, vacation rentals. Now PayPal says this is income. How do I dispute this with PayPal & PayPal.

You do NOT have to worry, but you DO have to file with the IRS since PayPal is guaranteed to do it (and naturally, the IRS wants to see you files the same exact figures).
All money is considered income when reported by any vendor/processor on a 1099-K, but then you report this "income" as GIFT MONEY received (I don't know what form, but you'll find it as you complete your taxes).
