I am wondering if this is the case since I'm only adding money to buy some stuff, in regards to the 1099-K, does adding money from my bank account or adding money in general to my PayPal Balance count as receiving payment for goods and services?
No. The 1099-k only applies to receiving payments for goods and services, aka making sales, aka when you are selling something and get paid money. Not for anything else.
