1099-K discrepancy vs 2018 Financial summary report

MY 1099K says my gross payments were 532K

The financial summary report by paypal says payments received: $507K

What would be the reason for this $25K discrepancy? 

The only thing I can think of is I started accepting foreign currency and that is **bleep** up the report? There is a "currency transfers" that says $20K, but then there is still 5K of a difference.

Anyone have this issue before?

I called paypal and all they said was "we will run the 1099-K again". Obviously that is not going to fix the problem.

Could there be some personal payments that were received as goods and services payments instead because people do forget to change the payment type?

wouldn't that still go under "payments received" on the financial summary?
