i paid someone with my paypal account, but then something went wrong and i was part refunded why does paypal charge me for receiving refunds not fair

Hey there,
PayPal doesn’t charge you to receive a refund. It sounds like the seller sent you a refund as a payment for goods/services instead of using their ‘Issue Refund’ button and this is why you were charged a fee. You can contact the seller and request they use the issue refund button to refund the original payment and you can reverse the other payment back to them.
