i bought a phone which is faulty and not as described.the buyer wont give me a refund unless i return the phone first.what is the correct proceedure

Hey there,
The seller will want his phone back before a refund is issued. You can either send it back to the seller and wait for him to refund or you can open a dispute with PayPal and the seller can request it be returned via the claim. If you do send it to the seller without opening a claim then make sure its sent tracked.
