i have a refund pending, can i use it ?

i have been issued a refund, but it is marked as 'pending'  😞
i need to use the balance now, can i purchase using my pending refunds ?

No because paypal have not received it yet so they can't credit it to you in advance.

Who (if anybody) should i call to make sure Paypal DO receive the refund - my bank or the seller who apparently refunded me ?

If its pending then your seller has refunded you but as he had no funds in his paypal balance it would have gone from his bank account, thats why its pending.

Once its transfered from the sellers bank account (5-7 working days) then paypal credit it to your paypal balance.

Phoning paypal won't make it go through anymore quickly.
