Why sellers pay refunds by echeque ,why do they not just put money into there PayPal balance to cover the cost of refund then buyer would get there money there n then.

Because not all sellers keep funds in their paypal balance.
So if they had to ''add'' funds to that balance it would take the same time to process through from their bank account as it would to process through to you for your refund.
Advice is voluntary.
