cant add funds to resolve negative balance

I have a negative balance of £37.99, I sold an item on Ebay and I think I got ripped off as the buyer put in a claim saying that the item never arrived and stupidly I lost the proof of postage, so the issue was turned in the scammers favour and paypal automatically took 37.99 out of my paypal (which at the time had £0 in it) 

Now when I try to add funds to resolve the negative balance it wont let me

I tried adding funds through my bank account and it said 

'you may not add funds at this time. it is not necessary to have funds in your paypal balance in order to send a payment' 

???? 

and i try to add money with my debit card and it also wont let me! 

Please help I dont want to end up having to pay more!
