so long story short, i unknowingly sent money to a scammer thinking i was paying for a concert ticket, after many emails he's telling me that he can't issue me a refund because the funds are held because i issued a dispute which i think was rightly done. is there a way he can give me a full refund despite the funds being held ? and what do i do if he continues to refuse ?
