Refund from a suspended PayPal

Hey,

My PayPal account has been limited a few weeks ago. And I provided all the documents for confirmation of my personality. Eventually, my account has been suspended and I got this message:

"You can't use PayPal anymore

At PayPal, we value a safe community for our customers to do business. We noticed activity in your account that’s inconsistent with our User Agreement and we can no longer offer you PayPal services.

Any bank or credit card information linked to your PayPal account cannot be removed nor can it be used to create a new account. You can still log in and see your account information but you can’t send or receive money. Any money in your balance will be held for 180 days, at which point we’ll send you an email with instructions about transferring your money."

But, I need to refund the sum from my account, and there is no "Refund" option. So, can I still refund money from my PayPal (I mean, maybe I should contact the PayPal support about this issue)? Or I have to wait 180 days before I could do any actions?

Refund who? A buyer? If you can't refund then get your buyer to open a dispute and paypal will refund them from the funds in your paypal balance.
