I am owed money from someone, and they say they're going to send it as a gift, like sending money to friends etc can they charge the money back and get the money back from me?

They can't open a paypal dispute BUT if they fund their paypal payment via a credit card then yes they can do a chargeback.
However whether the c.c. company would find in their favour as they were not actually buying anything is another matter.
Advice is voluntary.
Kudos / Solution appreciated.

Okay thanks, I've just received a refund from a seller, is there any way he can charge back a refund he has sent me?

Hi there,
If it was sent as a refund (and not a payment) it will not be possible to charge back.
