I gave my friend some money as we were buying a dirtbike to share but we gave up on that idea but now he says he doesn't have the money to refund me. Other than get better friends, what can I do to get the money back? Can I get a refund or get Paypal to just charge his card?

Of course you can talk to customer services if you want to, but they won't be able to open a dispute for you as there is no buyer protection for family / friends payments.
You may be able to get 50% back if you funded it with your card.
To contact customer services scroll down to "contact" on your paypal summary page and you can email or phone them.

Oh dear, then sorry you can't file a dispute to get the money refunded.
HOWEVER if you funded your paypal payment via a card then you could contact your card issuer and see if they will do a chargeback for you.

It was half and half paypal and card. So there's NO way I can get it back unless I can get him to send it? Can't I talk to Paypal somehow about it?
