Escalating my case

I've waited till the date it stated for PayPal to request information from the seller nothing has been received but yet I still can't escalate it to claim my money back the date was only yesterday but I've waited since the 14th of Feb for it to allow me to open it

Are you at the stage where you waited the ten days for seller to respond to PayPal?  Then you must've already escalated dispute to claim.  At this point you just wait for PayPal as it goes back to reviewing the claim and make decision on the case.
