Enquiry about buyer protection

I had ordered a custom made dress on 26/4/2016 from a seller in China. They had sent me an invoice to my mail ID and I paid for the invoice directly with my ard without logging into my account but it was sent through PayPal. I now have issues with the item and would like to claim for a partial refund. Can you tell me if I am eligible for buyer protection?

Yes you can file a dispute but as you paid as a guest buyer you would need to contact customer services and they would open one for you.

Click on the words "Contact" at the bottom of your paypal account summary page and use the phone option (if there is one in the country you are in) > click on the "call us" option on the left (fees "may" apply so check the cost with your phone tariff first, as you sometimes have to wait a while to connect).

When you get through don't select any options just hang on till you get transfered to an agent or say the word "agent".

HOWEVER if the seller refuses a part refund then you may well have to send the item back TRACKABLE (to prove delivery) at your own cost before you get a refund of the original payment.
