Does paypal still charge me the currency conversion fees if i refund buyer

I have received a payment from overseas for £2000 but only receive £1906 because of paypal fees of £ 94 currency charges. if I cancel this transaction to refund this payment do I still get charged the £94 fees? Do i refund the 2000 or refund 1906?

Thanks for posting.
If you refund a payment any fees charged to you are refunded also. It sounds like this fee, however, is a payment receiving fee rather than a currency conversion. You will be charged when you receive a payment to your PayPal account. You can find more on this by clicking fees at the bottom of any PayPal page.
