I have been issued with a full refund last Friday for an item i didn't receive but i cant draw it from my PayPal account. It says pending yet ive had refunds before and been able to withdraw them as soon as there in my PayPal account.

If a seller refunds a payment from funds already in their paypal balance then its instant.

If a seller refunds a payment from their bank account then you have to wait for it to clear through to Paypal > you.
