Cannot purchase because of too many chargebacks.

Recently i have been making refunds because i have not recived the required items on time. But for some reason every time i go to purchase a virtual item it tells me 'You cannot checkout because you have opened too many chargebacks.'

If anyone can help me it would be much appreciated as i cannot purchase the item i want.

I have been on ebay for 13 years and filed maybe 6 disputes. 

You are either not allowing enough time or not trying to sort things with the seller before running to dispute in paypals view. 

As they may have had to refund you with their own funds under buyer protection they are reducing your risk to continue. 

Not a lot you can do about that really as they have the right to limit your account.

Is there any way I may be able to recive access to purchase items again because it keeps telling me I cannot purchase anything because of this reason.
