So they chargeback, cancel the chargeback, and then do it again a month or so down the line? Is that possible or would paypal protect against that?

A chargeback is done directly via a buyers credit card and not via paypal.
The c.c. company make the decision and not paypal.
Whether they can file x2 is up to their card issuer.
Advice is voluntary.
Kudos / Solution appreciated.
