A little help with chargebacks

So i know that there have been lots of chargeback scams, and im trying to get more information. Basically i know that if you send money as a gift, to buy an item (Which you shouldnt be doing) you cant refund as paypal thinks that no goods were exchanged unless they contact there credit card company and try to issue a chargeback. Now it says no goods were exchanged, So in which part of paypal that you use will it say that goods were echanged, if that makes sence, because i payed a man 20 dollars as a gift for a virtual item but didnt recieve it and then when i tried to dispute it it said no goods were exchanged so whats the best way to have buyer protection, does it have fees, can you chargeback and does the seller of an item get a pending balance.
I know this is a long question but i really dont understand it.
