if I spent 4.98 om item & was only refunded.64Cents why is that?also of the .64 I was charged a .32 fee  FEE FOR WHAT?

Without seeing your account I can't say for sure but it sounds like the recipients may have used the "Send Money" link rather than the "Refund" link from the transaction details. Refunds are not charged fees.

You should contact the recipient to work out a solution.
