Why was I charged a fee on my refurnd? I have gotten refunds from sellers in the past and never charged a fee. How come I was charged a fee this time? The items broke the first time I used them and the seller decided to refund my money on the damaged ones instead of send me new ones.

Sounds like the seller didn't refund the correct way and instead sent you funds.
The correct way to refund is from the details page of the original payment. This way the buyer is not charged a fee and the seller is refunded their seller fees (minus the 30 cent fee)
