I always do a partial refund when shipping is less than I anticipated for eBay items. I just went to do the same thing I always do, and receive this message, "You can only issue a full refund for this transaction. Please enter the full refund amount below." The payment was completed by the buyer and shows as complete. Anyone know why this would happen? Thanks

I have the exact same issue. Paypal directs me to "send payment", which I am sure will work, but will the difference in Paypal fees be refunded to me? I don't think so. How do I get that done? Any ideas?

just issue the refund by sending they money as "gift" under "personal" in sending money link
