Partial refund not sent entirely

It appears as if the customer does not receive the entire amount when a partial refund is done. It appears as if the fees are subtracted from the requested refund amount. Is this true? If so, how can I calculate the amount to refund so that the customer receives what he is entitled to?

my question also, doesn't appear customer got back full amt she paid, due to fees--the "NET" amt is less than what was paid.

How Do I refund someones money that bought a product off me from ebay?

the money is now in my paypal account but it is pending and the full amount is not in there please help. this man has been nothing but a headache!!!
