If buyer did not revice his item & PO shows item was accept but no out sorting to be shipped?

Customer has not goten after a month Item was shipped through Post Office with corrcet address & return Address

Shipped USPS First Class International On Have LJ360510401us custom label. What should I Do. I do not have the funds for refuns at this time. I have been to serval Post Office & EMS & Algerian Post With no anwsers. US PS Says may be in Customs If so how can I find out.
