First time Seller Refund

I had to issue a refund for a buyer that lived in a country I don't ship to. So I clicked on the "Issue Refund" link. It issued the refund but PayPay charged me a fee of $1.48 for a cancelled fee? Is this right?? How is it that I am charged a $1.48 fee when it was the buyer that didn't read my item page right and won my auction? Please help!!

Welcome to the forums!
The $1.48 is likely the portion of the fee that was cancelled - given back from PayPal, when the refund was issued by you. Fees are credited back from PayPal when the refund link is used, except for the fixed portion of $.30.
