Hi, We are US based Paypal Account. We are using Billing aggrement Paypal functionality in which we charge from users for customer as third party.
We are facing issue that one paypal merchant from Japan is not able to use this feature. When we redirect Japan user for getting Billing Permissions e.g.

It is not redirecting Japan user to our site(partner url) which is correct.
We even tried

still the same.
Please help.
