Do not ship to PR but I already paid, how do I cancel?

I need to know if a buyer don't ship to PR and I won the bid can he still charge me for something he is not going to nship. I just posted the payment trough paypal and a few minutes ago he answered that he does not ship to PR. Then where does my money goes. How do I cancel the payment. Until I solved the situation he even put me a no payment alert on ebay. What shoul I do? How do I cancel?

If you've already paid, the seller needs to refund your payment... you cannot cancel the payment.

The seller should not be filing an unpaid item complaint against you... the seller should refund your payment and then initiate the cancel transaction process...

You should respond to the unpaid item complaint by providing eBay with proof that you sent a PayPal payment.
