Preferred Integration Method For Developing A Shopping Cart

We're developing a shopping cart and would like merchants (our users) to be able to sell through their own PayPal accounts. What is the preferred integration method to achieve that in 2018?
So far I've looked into:
- PayPal buttons - ask merchant for their seller email and pass the sale variables to PayPal in a simple GET request (not secure)
- SOAP/NVP - requires the merchant to enable API in their PayPal account, provide us with API username, password, and signature (depreciated)
- REST - seems like the most modern approach with oAuth, requires an app in developer center. Would each merchant need to create their own app in the developer center then?
I'd appreciate any help choosing the right direction here.
