"A recent payment to you didn't complete" email from paypal

Hello All,
We are an ed-tech company providing online courses through our portal. We have integrated Paypal payments API to accept the payments from the candidate to download their certificate.
But in the last few days, I have come across 2 incidents, where Paypal sends me an email with the subject "A recent payment to you didn't complete." and the content includes "This payment from ***** has failed. If the payment was for an item you sold, physical or virtual, do not ship or deliver it until you've been paid."
This is really frustrating as Paypal sent this email after 9 days of the transaction & we have an automated system that sends the certificate to the candidate immediately after successful payment.
Does anyone go through the same? is there any solution for this?
