payout api AUTHORIZATION_ERROR

Hi team,

I am using payout API URL (https://api.sandbox.paypal.com/v1/payments/payouts). when I fire using access token I got AUTHORIZATION_ERROR.

please let me know how to test this API. please provide support asap because this urgent.
