Wix "PayPal declined your request to accept recurring payments"

I get this message trying to connect Paypal to Wix for recurring payments "PayPal declined your request to accept recurring payments".  Wix claims everything is correctly set up on their side, and Paypal claims the same.  I tried for more than a month to resolve it without any resolution.  Can anyone point me in the right direction, please?

recurring payments is a specific service. If you run a shop and get paid per purchase, this should work as usual.
