View / Renew API Certificate

I keep getting an automated email with instructions telling me to renew my API certificate... problem is the instructions are vague and not accurate.

1. Log in to your PayPal account.
2. Click Profile near the top of the page.
3. Click My selling tools.
4. Under "Selling online," click Update beside "API access."
5. Click View API Certificate.
6. Click Renew Certificate.
7. Under the certificate marked "Active", click Download Certificate.

After ten minutes of filling in the missing clicks I was able to get to Update beside "API Access"... now the next screen has nothing about Viewing, Renewing or Downloading... Any thoughts on where I find this?
