I got this error UNAUTHORIZED_PAYMENT on the live API account using the REST API. It works in the sandbox account. Could someone please help shed some light on this? Is this not available for an Australian PayPal business account type?

It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
