Sudden 10606 errors , buyers unable to purchase

I have suddenly started receiving 10606 errors (transaction rejected, buyer's card declined) on my store.
My buyers are able to use their PayPal account on other stores though, just not mine so it seems PayPal has an issue authorising payment to my store.
I run a Shopify store targeted at USA buyers.
I contacted PayPal who said that everything seemed ok with my account and that it must be a security alorigthm on the buyer's account.
Since my PayPal account is registered outside the USA, is this what's causing it? i.e. Paypal is not authorising payments to non-USA accounts? How do I fix it, since I do not live in the USA.
I might as well shut down my store if the above is the case 😞
