Subscriptions List endpoint

I've noticed while testing the REST API that a GET request to `/v1/billing/subscriptions` doesn't return a list of subscriptions.

I got a 403 error, instead.

Is there any security concern about this type of operation? It'll be useful for me to have such a list.
