Subscription approval page fine print "You'll be able to review.."

There is a fine print on the subscription approval page where it says "You’ll be able to review your order before you complete your purchase." right below the Agree and Continue button (see below). I've checked out big companies' Paypal approval pages, and they all say it. However, when you click to continue, they (Hulu for example) don't take you to review your order. Instead, they execute the agreement and takes you to the welcome page.
What is the deal with this? Can I remove the fine print? Is it OK to skip a "review' page and activate the subscription after this page?
