Sandbox API stopped working

Hi all. Up until yesterday I was developing a sandbox application using the REST API from my local machine. Then when creating a payment, I started getting the message "name lookup timed out" from PayPalConnectionException (code 6). I have tried creating a new secret, and a new sandbox application. I've also tried on three different wifi points, so it's not a specific IP. And finally I've realised I can't ping api.sandbox.paypal.com on any wifi, and nor can my colleague in another office. Can anyone help or advise on getting back up and running with development? This is very frustrating.
