Restricting Transactions by Postal/Zip Code.

I am struggling to find a good way to restrict transactions base on postal codes.
The goal is the only allow postal codes from a specific province. I was thinking of putting in a step after the transaction was created and authorized but before it is captured.
I have looked through the documentation and I'm not completely sure I understand it all.
In other words, I wan't to refuse the transaction if their postal code doesn't meet certain requirements. Where would be the best place to impletment that, and could i have a quick example at how that could be done.
