Recent issues with PayPal through API

Apologies, if this has been reported and I missed it, but one of our products that calls the PayPal experience to process payments has inexplicable started to timeout for about 30% of the people using the site in question.  Has anyone else been experiencing problems?  It's been a few weeks now, and the problems are continuing.

PayPal Status - History shows that services were affected for a couple of weeks in June, but they say things are now healthy (but we are still seeing problems.

Any news I missed, or advice you can give on where to start to seek help?
